Human Rights Council (HRC)

The Human Rights Council (HRC) is the key intergovernmental body within the United Nations system responsible for the promotion and protection of all human rights around the globe. It holds three regular sessions a year: in March, June and September. The Office of the UN High Commissioner for Human Rights (OHCHR) is the secretariat for the HRC.

The HRC works by:

  • Debating and passing resolutions on global human rights issues and human rights situations in particular countries

  • Examining complaints from victims of human rights violations or activist organizations on behalf of victims of human rights violations

  • Appointing independent experts (known as “Special Procedures”) to review human rights violations in specific countries and examine and further global human rights issues

  • Engaging in discussions with experts and governments on human rights issues

  • Assessing the human rights records of all UN Member States every four and a half years through the Universal Periodic Review

AWID works with feminist, progressive and human rights partners to share key knowledge, convene civil society dialogues and events, and influence negotiations and outcomes of the session.

With our partners, our work will:

◾️ Monitor, track and analyze anti-rights actors, discourses and strategies and their impact on resolutions

◾️ Raise awareness of the findings of the 2017 and 2021 OURs Trends Reports.

◾️Support the work of feminist UN experts in the face of backlash and pressure

◾️Advocate for state accountability
 
◾️ Work with feminist movements and civil society organizations to advance rights related to gender and sexuality.

Les réalités du financement et l’état du financement des mouvements féministes changent rapidement. Cette enquête a-t-elle une seule édition?

Non. L’enquête s’appuie sur les 20 années de mobilisation de l’AWID dans l’objectif d’obtenir davantage de financement de meilleure qualité pour des changements sociaux menés par des féministes. Cette enquête est la troisième édition de la recherche Où est l’argent pour l’organisation des mouvements féministes? Notre objectif est de mener une enquête WITM tous les 3 ans.

Zita Kavungirwa Kayange

Zita était une défenseure des droits des femmes de la région du Grand Kivu.

Elle a été la première directrice exécutive d’UWAKI, une organisation de femmes bien connue. Par son travail avec le Réseau des Femmes pour la Défense des Droits et la Paix (RFDP) et le Caucus des femmes du Sud-Kivu pour la paix, elle a consacré sa vie à rétablir la paix dans l'est de la RDC. Elle a très fermement dénoncé l'utilisation de la violence sexuelle comme arme de guerre.

En 2006, elle s'est présentée comme candidate aux premières élections démocratiques en RDC. Bien qu’elle n’ait pas gagné, elle a continué à défendre les droits des femmes et la communauté du Sud-Kivu se souvient d’elle avec affection.


 

Zita Kavungirwa Kayange, Republic Democratic of Congo

2002: comienzan las conversaciones acerca de una agenda de Financiación para el Desarrollo

La Conferencia de Monterrey sobre la Financiación para el Desarrollo marcó el comienzo de las conversaciones acerca de una agenda de Financiación para el Desarrollo.

  • El Consenso de Monterrey fue adoptado durante la primera Conferencia Internacional sobre la Financiación para el Desarrollo. Fue la primera reunión organizada por la ONU con nivel de cumbre para abordar aspectos esenciales del desarrollo global, entre ellos los temas financieros y otros conexos.
  • Durante la Conferencia y sus procesos preparatorios se dio una cooperación sin precedentes entre las Naciones Unidas y el Banco Mundial (BM), el Fondo Monetario Internacional (FMI) y la Organización Mundial del Comercio (OMC) para promover mayor coherencia y cohesión entre los sistemas e instituciones monetarias, comerciales y financieras internacionales.
  • Monterrey también marcó la primera ocasión en que se debatió la financiación para el desarrollo entre gobiernos, representantes de la sociedad civil y el sector empresarial. Estos actores llevaron la discusión más allá de lo ‘técnico’ para abordar cómo movilizar y canalizar recursos financieros a fin de alcanzar las metas internacionalmente convenidas en conferencias y cumbres de la ONU celebradas en la década de 1990, entre ellas los Objetivos de Desarrollo del Milenio (ODM).
  • El WWG [Grupo de Mujeres] señaló el significado histórico de la conferencia, afirmando que tenía el potencial de abordar desafíos estructurales que continúan obstaculizando el desarrollo. Sin embargo, también planteó sus preocupaciones por los efectos del incremento de la militarización y del fundamentalismo sobre las mujeres, pese a que el Consenso de Monterrey dio por sentado que el sistema económico y financiero mundial funcionaba bien para todas las personas.

TRAVESTI:

Una identidad de género latinoamericana

El término travesti se trata de una identidad de género latinoamericana sin equivalente en otros idiomas, y exclusivamente femenina. Es una persona designada varón al nacer que se identifica como mujer, y siempre deben abordarse con el pronombre “ella”.

Travesti no es solo una identidad de género ubicada fuera del binarismo de género, también es una identidad cultural arraigada en los movimientos latinoamericanos. El término inicialmente fue peyorativo, pero luego fue re-apropiado como símbolo de resistencia y dignidad. Toda travesti es trans porque no se identifica con el género asignado al nacer, sin embargo no toda travesti se considera mujer trans, ya que travesti ya es una identidad de género en sí misma.

Bessy Ferrera

Bessy Ferrera a défendu sans relâche les droits humains des personnes trans, travailleuses du sexe et séropositives au Honduras. 

 Bessy était aussi membre d’Arcoíris, une organisation qui soutient la communauté LGBTI+. Elle était en outre la personne référente de la plateforme Derechos aquí y Ahora (les droits ici et maintenant) au Honduras et plaidait fermement en faveur d’une pleine citoyenneté pour les personnes trans, ainsi que pour l’adoption d’une loi sur l’identité de genre qui permettrait aux personnes trans de changer légalement d’identité de genre.

Bessy était une travailleuse du sexe qui a été tuée par balle par deux hommes, au début du mois de juillet 2019, alors qu’elle travaillait dans les rues Comayagüela. Ses assaillants ont par la suite été arrêtés.  

Bessy fait partie des nombreux·ses activistes des droits LGBTI+ du Honduras, assassiné·e·s en raison de leur identité et de leur travail, parmi qui se trouvent : Cynthia Nicole, Angy Ferreira, Estefania "Nia" Zuniga, Gloria Carolina Hernandez Vasquez, Paola Barraza, Violeta Rivas et Sherly Montoya.

Le cas de Bessy incarne l’injustice, de même qu’un problème plus large de violence systémique à laquelle se confronte la communauté LGBTI+ au Honduras, puisque l’État ne parvient pas à garantir l’offre de droits ni à fournir une protection. Cela est à l’origine d’une culture de l’impunité.   

Malgré les risques auxquels sont confronté.e.s les activistes LGBTI+ au Honduras,  tous et toutes continuent leur travail pour défier et résister à la violence, ainsi que pour combattre la stigmatisation et la discrimination au quotidien.

2009: l´ONU organise une conférence sur l´impact de la crise économique

La Conférence des Nations Unies de 2009 sur la crise financière et économique mondiale et son incidence sur le développement

  • La  conférence  de 2009  était l’aboutissement de celle de Doha en 2008. La Déclaration de Doha avait  mandaté  les Nations Unies  pour organiser, sous l’égide du Président de l’Assemblée générale, une conférence consacrée à la crise financière et économique mondiale et à son incidence sur le développement.
  • Pendant la conférence, les groupes de femmes, par le biais du WWG ont souligné l’impact de la crise financière mondiale sur les groupes les plus vulnérables. Dans sa déclaration aux membres (en anglais), le WWG a  proposé une liste d’actions nécessaires que les États membres devraient mettre en œuvre pour pallier  aux conséquences de la crise sur les femmes. Le groupe de travail a également déclaré que la prise en compte des autres groupes sociaux touchés par la crise était essentielle pour apporter une réponse qui soit en accord avec les normes et les engagements internationaux relatifs à l’égalité des genres, aux droits des femmes, aux droits humains et à l’autonomisation. 

Snippet FEA Lohana Berkins (FR)

L'une des dirigeantes fondatrices de la coopérative était Lohana Berkins, une militante, défenseuse et promotrice de l'identité trans. Lohana a joué un rôle crucial dans la lutte pour les droits des personnes trans et travestis.

Grâce à sa lutte, entre autres choses, l'approbation de la loi sur l'identité de genre a été obtenue. C'est l'une des lois les plus progressistes au monde, garantissant les droits fondamentaux des personnes trans et des travestis. Désormais, les personnes peuvent changer de nom et de sexe avec un affidavit et ont accès à des soins de santé complets sans intervention/approbation judiciaire ou médicale (Outright International, 2012).

5. Conduct interviews

Interviews produce in-depth information that you cannot easily obtain from surveys. While surveys focuses mainly on quantifiable data and closed questions, interviews allow for expert opinions from activists and donors, and open-ended questions which can provide context to survey data results.

General tips

1. Before conducting your interviews

Send the interviewees a concept note with your objectives for the interview and for your overall research, as well as a list of questions.

This allows them to prepare answers for more complicated questions and look up information that they may not have immediately on hand.

2. During the interviews

  • You can conduct interviews while your survey is running, in order to save time.
  • Try to keep your interviews as consistent as possible in order to facilitate systematic analysis of results. This means asking the same questions. Coding identical responses to each question will allow you to uncover hidden trends.
  • The interviews can also be used to flesh out some of the survey findings

Do not base your questions on assumptions about your interviewees’ knowledge.
Instead, first clarify what they know – this will reveal information as well.

  • DON’T: “Given the current funding trends in Switzerland, do you know of any opportunities for collaboration? This question assumes that the interviewee knows current funding trends and that their understanding of funding trends matches yours.
  • DO: First ask “What is your understanding of current funding trends in Switzerland?”, followed by “Do you know of any opportunities for collaboration?” This will reveal what their understanding is, giving you even more information than the first question.

Specialized interviews

1. Donor interviews

Interviews with donors will allow you to build deeper relationships with them, which will be useful when you conduct post-research advocacy. They will also provide you with deeper insight into funders’ decision-making processes.

Suggested topics of focus for donor interviews:

  • What are their funding priorities? Why and how did they select those priorities? For example, why do they choose project-funding over core support or vice versa?
  • What are annual amounts allocated to the advancement of women’s human rights? This will strengthen overall reliability of data collected.
  • Have they noticed any funding trends, and what do they believe are the origins and politics behind these trends?
  • What is their theory of social change and how does that impact their relationships with women’s rights organizations?

2. Women’s rights organizations and activists interviews

Interviews with women’s rights organizations and activists will provide you with insight into their on-the-ground realities. Again, these interviews will allow you to build deeper relationships that can be incorporated into your advocacy, particularly to encourage collaboration between donors and activists.

Suggested topics of focus for women’s rights organizations and activist interviews:

  • Long-term funding priority trends noted by women’s organizations and their impact.
  • Successful examples of feminist and collaborative resource mobilization strategies that build strong and complementary movements.
  • “Making the case” for why it is important to support women’s organizations and organizing.
  • How different actors understand the social change process and their role in advancing/achieving gender equality and women’s rights.

Preliminary findings

Through the course of your WITM research, we recommend analyzing your preliminary findings. Presenting your preliminary findings opens up opportunities to conduct more interviews and get feedback on your research process and initial results. This feedback can be incorporated into your final research.

AWID conducts “WITM convenings” to share preliminary results of survey data and interviews. These gatherings allow participants (activists, women’s rights organizations, and donors) to debate and discuss the results, clarifying the context, creating more ownership amongst members of the movement, and providing more input for final research.

For example, the Resource Mobilization Hub for Indigenous Women’s Rights at the World Summit on Indigenous Philanthropy was used as a space to debut preliminary results.

Navleen Kumar

"She was not a person. She was a power."
- a fellow activist remembering Navleen Kumar

Navleen Kumar was a fervent land rights and social justice activist in India.

With commitment and integrity, she worked for more than a decade to protect and restore the lands of Indigenous people (adivasi) in Thane district, an area taken away by property and land developers using such means as coercion and intimidation. She fought this injustice and crime through legal interventions at different courts, realizing that manipulation of land records was a recurrent feature in most cases of land acquisition. In one of the cases, that of the Wartha (a tribal family), Navleen found out that the family had been cheated with the complicity of government officials.

Through her work, she helped restore the land back to the Wartha family and continued to pursue other cases of adivasi land transfers.

“Her paper on the impact of land alienation on adivasi women and children traces the history and complexities of tribal alienation from the 1970s, when middle class families began to move to the extended suburbs of Mumbai as the real estate value in the city spiralled.

Housing complexes mushroomed in these suburbs, and the illiterate tribals paid the price for this. Prime land near the railway lines fetched a high price and builders swooped down on this belt like vultures, to grab land from tribals and other local residents by illegal means.”

During the course of her activism, Navleen received numerous threats and survived several attempts on her life. Despite these, she continued working on what was not only important to her but contributed to changing the lives and realities of many she supported in the struggle for social justice. 

Navleen was stabbed to death on 19 June 2002 in her apartment building. Two local gangsters were arrested for her murder.

  • The zero-draft outcome document (dated 16 March), prepared by the Co-facilitators, was released for discussion at the 2nd drafting session from 13-17 April 2015
  • During the opening session, the WWG on FfD called for dedicated resources for gender equality and women’s empowerment as stated in both the Monterrey Consensus and Doha Declaration,to be added into the Zero draft. 

Snippet FEA Bauen Hotel (EN)

Only a year after it was founded, the members of Nadia Echazú started to work in haute couture and organized a fashion show in the historic Bauen Hotel.

They showcased five models and some workers of the textile cooperative walked down the runway with their own designs.

This was revolutionary not only because they were designing alternatives to mainstream fashion, but also because they were creating accessible, inclusive clothes for all trans and travesti bodies.

Feminist economies should also be about feeling amazing and comfortable in the clothes we are wearing.
