Protection of the Family

The Issue

Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.

The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.

“Protection of the Family” efforts stem from:

  • rising traditionalism,
  • rising cultural, social and religious conservatism and
  • sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.

Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.

This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.

Our Approach

AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.

In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs).  OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like  “Protection of the Family”.

Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.   

The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN.  It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Sylvia Robinson, infatigable leader et organisatrice communautaire, fut la fondatrice et directrice générale de l’Emergence Community Arts Collective (ECAC) à Washington, D.C.

Cet espace de performances créatrices foisonnantes rassemblait des initiatives d’éducation, d’engagement citoyen, d’arts, de services sociaux et spirituels et de pratiques de développement durable. Sylvia considérait cet endroit comme une maison où « il existe un équilibre et une synergie avec les activités dont les gens ont besoin pour entretenir la vie ».

Elle comptait également parmi les membres fondateur·trice·s du Georgia Avenue Community Development Taskforce, dans le nord-ouest de la capitale, un groupe de quartier actif dans le domaine de la justice sociale et de l’organisation qui veillait à ce que la communauté ait son mot à dire dans le redéveloppement et l’embourgeoisement du secteur.

Nous demandons des espaces verts et des lieux où les gens peuvent se rencontrer. Nous demandons à ce que le paysage urbain soit amélioré, avec des rues en meilleur état et des éclairages publics. » – Sylvia Robinson, à propos du travail de la Taskforce

Avant de devenir organisatrice, et après avoir obtenu son diplôme en informatique, Sylvia avait travaillé dans le domaine des systèmes de contrôle du trafic aérien pendant plus d’une décennie. Elle s’est ensuite orientée vers le conseil relatif à la consommation d’alcool et de drogue, s’impliquant davantage dans le travail communautaire.

Née à Washington D.C. le 14 août 1961, Sylvia est décédée le 18 septembre 2017 après avoir lutté contre le cancer.

Leila Hessini

Biography

Leila est une dirigeante, défenseuse et conseillère féministe transnationale qui compte plus de 25 ans d'expérience dans la promotion des droits humains, de l'égalité des genres et de la santé et des droits sexuels et reproductifs, ainsi que de la justice au niveau local et mondial. Née en Algérie, Leila a fait ses études aux États-Unis, en France et au Maroc. Au cours de sa carrière professionnelle, elle a vécu et travaillé en Afrique, en Europe et aux États-Unis.  

Elle a occupé le poste de vice-présidente des programmes au Fonds mondial pour les femmes (GFW) pendant plus de cinq ans, où elle a supervisé son octroi de subventions stratégiques, le renforcement des mouvements, le plaidoyer mondial et les collaborations philanthropiques.  Au sein du GFW, elle a doublé le montant de ses subventions pour atteindre plus de 17 millions de dollars, a lancé son travail sur les mouvements et les crises féministes et axées sur le genre, a créé un programme pour les adolescentes dirigé par un conseil consultatif de filles et a dirigé son travail de plaidoyer philanthropique.  Avant cela, elle a fait partie de l'équipe de direction d'Ipas de 2002 à 2016, où elle a publié de nombreux articles sur le droit à l'avortement et la justice, dirigé des actions de plaidoyer mondiales et établi des partenariats avec des groupes féministes travaillant sur l'autogestion, la mobilisation communautaire et la réduction de la stigmatisation autour de l'intégrité corporelle et des droits sexuels et reproductifs.  Alors qu’elle était basée en Afrique du Nord, elle a cofondé une société de conseil féministe intersectionnelle, Strategic Analysis for Gender Equality (SAGE), qui travaillait sur les intersections entre l'économie, le genre et les droits sexuels et reproductifs, et a dirigé le travail national, régional et mondial sur le genre du bureau du Caire de la Fondation Ford pendant 5 ans. 

Leila dispose d'une vaste expérience dans les domaines de l'éducation populaire, le plaidoyer, l'organisation à but non lucratif, le développement de conseils d'administration, la philanthropie et le suivi et l'évaluation. C'est une communicatrice compétente qui privilégie une approche intersectionnelle pour centrer et amplifier les voix et les expériences des personnes les plus marginalisées.  Elle a reçu la bourse Op-ed Public Voices de la Fondation Ford et a été boursière Fulbright au Maroc.  Ses publications couvrent un large éventail de sujets, notamment les approches féministes et décoloniales de la philanthropie, la promotion des droits humains des femmes dans les contextes majoritairement musulmans, les stratégies féministes visant à promouvoir la justice reproductive, la promotion du recours des femmes aux avortements autogérés et la lutte contre la stigmatisation et la discrimination. 

 Leila est actuellement coprésidente du conseil du Center for Constitutional Rights et membre du conseil de Highlander Research and Education. Elle fait également partie du conseil de responsabilité du Numun Feminist Technology Fund et du comité consultatif de la Plateforme des femmes défenseuses des droits humains d'Afrique.  Elle a précédemment siégé aux conseils d'administration de SisterSong Women of Color Reproductive Justice Collective, du Réseau mondial des femmes pour les droits sur la reproduction, du Fonds mondial pour les femmes, du Safe Abortion Access Fund et du Reproductive Health Technologies Project. Elle a été élue trésorière et membre du comité exécutif du conseil d'administration de Prospera et a siégé au comité directeur du Fonds Fenomenal pendant quatre ans. Leila est titulaire d'une maîtrise en santé publique et d'une maîtrise en études sur la région du Moyen-Orient et de l'Afrique du Nord, a étudié le droit islamique au Maroc et a poursuivi des études doctorales en sociologie en France. Elle a étudié l'arabe et l'allemand et parle couramment le français et l'anglais.

“I’m no adherent to the concept of the ‘Third World’. I make films so that people - no matter what race or color they are - can understand them. For me there are only exploiters and the exploited, that’s all. To make a film means to take a position.” - Sarah Maldoror 

Sarah Maldoror, a French filmmaker of West Indies descent, was a pioneer of Pan-African cinema. At the core of her work, she placed political concerns along with her longstanding involvement in decolonization movements.

Her groundbreaking film and “revolutionary picture” Sambizanga (1972) follows Angolan militants’ anti-colonial liberation struggle, as well as captures a woman’s perspective in a historical moment she finds herself in. 

“For many African filmmakers, cinema is a revolutionary tool, a political education to raise consciousness. It is inscribed in the evolution of a Third Cinema striving to decolonize thought and advocate radical changes in society.” - Sarah Maldoror

Throughout her career, Sarah - together with a number of African and Caribbean artists - co-founded (1956) the first Black theatre troupe in France. She made around 40 films, comprising important documentaries that amplify the lives and work of black artists, including her friend and poet Aimé Césaire who wrote to her: 

“To Sarah Maldo
who, a camera in hand,
fights oppression, alienation
and flies in the face
of human bullshit.”

Sarah was also committed to giving African women more ownership of the filmmaking process. In an interview, she pointed out: 

"African women must be everywhere. They must be in the images, behind the camera, in the editing room and involved in every stage of the making of a film. They must be the ones to talk about their problems." 

Sarah left an incredibly powerful legacy to be carried forward. 

Born 19 July 1929, Sarah passed away on 13 April 2020 from complications of the coronavirus.

Linda Porn is yet another heroine of feminist union organizing and sex worker activism nationally (in Spain) and transnationally.

Originally from Mexico, she has been living in Spain since the 2000s. She is a sex worker, an activist, a single mother and a multidisciplinary artist. Drawing from these different identities, she uses performance, video art and theater to vizibilize struggles at the intersections of transfeminism, sex work, migration, colonialism and motherhood.

She combines art and sex work while caring for her daughter as a single mother.

Linda also belongs to sex workers collectives that fight for their rights, such as the OTRAS union and CATS Murcia. She also co-founded the group 'Madrecitas' - that visibilises and denounces racist institutional violence against migrant families. Violence to which she and her daughter were subjected as a sex worker and migrant single mother.

Biography

Alexandra es una feminista anglo-colombiana con más de 20 años de experiencia en programas locales, nacionales e internacionales sobre VIH y salud y derechos sexuales y reproductivos. Posee amplia experiencia en movilización de recursos y en relaciones con los donantes con fundaciones filantrópicas privadas y organismos multilaterales en nombre de ONG internacionales, nacionales y locales, sobre todo en América Latina y el Caribe. Antes de AWID, Alexandra trabajó en la Fundación Si Mujer, que presta servicios de aborto feminista, y como educadora en Colombia, RedTraSex y la International HIV/AIDS Alliance.

Es Licenciada en Relaciones Internacionales y Estudios para el Desarrollo de la Universidad de Sussex y posee un Máster en Salud Pública de la Escuela de Higiene y Medicina Tropical de Londres. En los pocos momentos en que no está trabajando o maternando, adora practicar natación, comer y, recientemente, comenzó a jugar al Zelda: Breath of the Wild con su hijo.

六大主軸支持起論壇中女性主義理念實現的框架。每個主軸都以實現的女性主義理念、經驗和願景為中心，探討抵抗與主張、奮鬥與另類選擇之間持續不斷的關係。我們希望能共同探討出女性主義理念實現的構成要素，並找到讓女性主義理念實現在人生不同領域，欣欣向榮發展的推動力。

這些實現的理念可能以生活方式、夢想和構思中的想法充分表達，或是寶貴的經驗和重要的時刻。

這些主軸並不是孤立的主題，而是與論壇活動相互串連的載體。我們預期許多活動會處在這些主題的交匯處，不同的爭取方式、社群和運動之間的交匯處。這些說明只是初步的描述，會隨著女性主義理念實現之旅的開展而不斷地演變。

 

社群、運動和經濟正義的資源

本議題主軸聚焦以下問題：個人、社群和運動如何滿足自身的基本需求，並用以人為本及自然為本的方式，確保我們所需繁盛發展的資源。「資源」指的是食物、水、清潔的空氣以及金錢、勞動力、資訊、知識和時間等等。

女性主義者對抗以剝削和榨取掛帥的主流經濟體制，對於組織我們的經濟與社會生活，女性主義提出了方案、累積經驗與付諸實踐，本主軸借重其經驗，表彰深具影響力與啟發性者。糧食和種子主權、女性主義的工作和勞動願景、公正和永續的貿易體系等等，只是將要探索的一部分問題而已。我們將勇敢面對在壓迫的經濟體制下為了生存而產生的矛盾。

女性主義針對經濟正義與創造財富進行了廣泛分析，本主軸以此為前提研究組織與運動獲得資金與資源的主題，探討如何將資源轉移到需要的地方，如何從稅捐正義和基本收入的模式轉移到不同的慈善模式以及運動該如何發揮創意並自主開源。

 

治理、當責與正義

我們力求樹立新的願景，並擴展女性主義治理、當責和正義以實現的理念與經驗。面對全球危機以及法西斯主義和基本教義派崛起，這個主軸以女性主義的、激進又解放的模式、實務與理念為重心，從在地到全球，探討社會與政治生活的組織。

本議題主軸將探討女性主義治理的樣貌，從女性主義的地方自治經驗、在民族國家以外建立制度，再到我們對多邊主義的願景。我們將交流社群、組織和運動中正義和當責製程序的經驗，包括修復式、以社群為本、轉型正義模式，而這些模式拒絕國家暴力和監獄產業綜合體。

以旅行、移民和難民以及女性主義組織經驗為中心，我們追求一個沒有致命邊境政權的世界：一個可以自由移動，旅程令人雀躍的世界。

 

數位化的現實

科技在我們生活中扮演的角色越來越吃重，線上與線下真實之間的分野越來越模糊。女性主義者廣泛應用科技與線上空間來營造社群、相互學習和動員行動。借助線上空間，我們可以拓寬實體世界的邊界。但另一方面，數位通訊主要歸企業所有，而其對用戶的責任卻很少。資料探勘、監視和安全漏洞已成為常態，網路暴力和騷擾也是。

本議題主軸探討了數位化現實下的女性主義機遇和挑戰。我們將探討主導數位環境私有平台的替代方案、探索網路空間時維持身心健康的策略，以及如何應用科技來克服取得服務的挑戰。關於愉悅、信任和人際關係，我們將探索科技可發揮的潛力。

 

身體、愉悅和健康

女性主義理念實現也存在於自身：體現的經驗。父權、順性別異性戀與資本主義掛帥結構的核心依然為對勞動、移動、生殖以及性相的掌控。要顛覆這種壓迫，擁有多元性別、性相和能力的人相會，打造喜悅、關懷、愉悅及強烈欣賞自我與他人的空間以及次文化。

本議題主軸將探討不同社會與文化中。女性、跨性別者、非二元性別者、非常規性別者、陰陽人，對於授意權、能動性與慾望的多元想法、敘事、想像力及文化表現。

我們將分享贏得生育權和正義的戰略，並闡明能實現和尊重人身自主、完整和自由的社會實務。該議題主軸串連不同抗爭和運動，相互交流彼此關於身心健康和愉悅的經驗和觀點。

 

女性主義星球與生命

想像一顆女性主義的星球。水的聲音聽起來如何？空氣的味道聞起來如何？土壤的觸感摸起來如何？星球與包括人類在內的生命之間有什麼關係？實現的女性主義理念亦即環境和氣候正義的實現。女性主義、原住民、去殖民和生態抗爭通常源自轉型願景以及人與自然之間的關係。

本議題主軸以我們星球的福祉為中心，反映了人類與地球互動並重塑地球的方式。永續女性主義星球包含探索傳統知識和生物多樣性，並學習女性主義關於以下議題的實踐，包括去成長（degrowth）、公社共有實踐、平行經濟模式、農業生態、糧食和能源主權倡議等。

 

組織女性主義運動

雖然我們認為所有的議題主軸息息相關，但此主軸確實是貫串所有主軸，因此無論您提交的活動與哪一類議題主軸串連，我們也邀請您在提案中加入組織面向。

當今的世界是如何組織女性運動的？這個問題將我們的注意力轉移到參與者、權力機制、資源、領導力，我們所處的經濟狀態，我們對正義和當責的認知，數位化時代，以及對自治、身心健康和集體關懷的經驗上。我們希望所有議題主軸都可以創造一個可以誠實反思的空間，思考運動中的權力分配、資源分配與協商。

 

論壇是一個協作過程

該論壇不僅僅是一個四天的會議。它更為女權主義現實實踐的運動增強之旅提供了另一個驛站，該旅程早已開始也將在論壇結束後繼續。

Asesinato

María Digna Montero fue una garífuna (afrodescendiente e indígena) defensora de la tierra e integrante de la Organización Fraternal Negra Hondureña (OFRANEH), una organización de base que trabaja para proteger a las comunidades garífunas, sus derechos ancestrales, su cultura, sus recursos y su territorio.

María también enseñaba en la escuela local, e integraba el grupo de trabajo de Educación Bilingüe Intercultural de OFRANEH.

El 12 de octubre (Día de la Resistencia Indígena) de 2019, sujetos desconocidos le dispararon a María varias veces en el patio de su casa.

Fue una de las seis defensoras garífunas asesinadas entre septiembre y octubre de 2019 y, según OFRANEH, no hubo ninguna investigación de estos crímenes por parte de las autoridades. En un comunicado oficial, la organización también subrayó la conexión entre la violencia contra líderes garífunas y el incremento de las industrias extractivas que explotan los recursos naturales en sus comunidades, y definieron esta violencia como «parte de una estrategia de intimidación y de expulsión sistemática por parte del Estado de Honduras.»

«El recrudecimiento de la tensión y de los riesgos crecientes para la seguridad y derechos humanos de las lideresas en las comunidades y territorios ancestrales es producto del despojo, desplazamiento y criminalización hacia las comunidades, y de los mega proyectos extractivos que impulsa el Estado junto con las corporaciones nacionales e internacionales.» - Pronunciamiento de OFRANEH, 13 de octubre de 2019

Como activista queer, interseccional, feminista y por los derechos humanos, Jemutai ha dedicado su carrera a abogar por la equidad y la inclusividad. Es une apasionade del desarrollo organizacional, con formación en otorgamiento de subvenciones y administración, y ahora está dedicade a crear experiencias de impacto para encuentros y a brindar liderazgo y apoyo operacionales, garantizando que los espacios sean inclusivos, seguros y organizados con precisión y cuidado.

Jemutai también es une firme creyente en la filosofía de Ubuntu: la idea de que «yo soy porque nosotres somos».
