Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Stacey Park Milbern
“I do not know a lot about spirituality or what happens when we die, but my crip queer Korean life makes me believe that our earthly bodyminds is but a fraction, and not considering our ancestors is electing only to see a glimpse of who we are.” - Stacey Park Milbern
Stacey Park Milbern was a self-identifying queer disabled woman of colour and a trailblazer. A long-standing and respected organizer and leader in the disability rights and justice movement, she also advocated for the rights of many different communities, not just her own. Stacey’s activism had mighty roots in her experience at the intersections of gender, disability, sexuality and race.
Stacey, along with some friends, co-created the Disability Justice Culture Club, a group working to support various and especially vulnerable communities, including helping homeless people gain access to resources during the COVID-19 pandemic.
She was also a co-producer of an impact campaign for Netflix’s documentary “Crip Camp”, a board member of the WITH Foundation, and led organizations at local, state and national levels. Stacey wrote beautifully and powerfully:
“My ancestors are people torn apart from loves by war and displacement. It’s because of them I know the power of building home with whatever you have, wherever you are, whoever you are with. My ancestors are queers who lived in the American South. It’s because of them I understand the importance of relationships, place and living life big, even if it is dangerous. All of my ancestors know longing. Longing is often our connecting place...” - Stacey Park Milbern
She was born in Seoul, Korea and grew up in North Carolina, later continuing her journey in the San Francisco Bay Area. Stacey passed away of complications from surgery on her 33rd birthday on 19 May 2020.

A Chartered Accountant with a Global Master’s in Business Administration, she is also a member of the South African Institute of Chartered Accountants. In her spare time, Rachel designs typography art, enjoys traveling and spending time with family and friends over a bottle of wine.

Venez rencontrer Aura Roig, militante féministe visionaire, anthropologue, directrice et fondatrice de la coopérative Metzineres.
Elle a consacré les deux dernières décennies à la recherche, à la conception et à la mise en place de politiques de soutien aux personnes qui se droguent, basées sur la réduction des méfaits, les droits humains et le féminisme intersectionnel.
Après avoir expérimenté et appris des communautés qui consomment des drogues dans le monde entier, elle est retournée à Barcelone pour créer la Xarxa de Dones que Usen Drogues (le Réseau des Femmes qui Consomment des Drogues, XADUD). XADUD était un espace d'entraide et de solidarité avec la lutte pour les droits des groupes marginalisés, qui plus tard deviendra la coopérative Metzineres.
Aujourd'hui, Aura travaille à étendre le modèle Metzineres pour prendre en charge des groupes plus grands, tout en documentant de manière approfondie son parcours et son apprentissage prolifiques.

La Conferencia de Monterrey sobre la Financiación para el Desarrollo marcó el comienzo de las conversaciones acerca de una agenda de Financiación para el Desarrollo.
- El Consenso de Monterrey fue adoptado durante la primera Conferencia Internacional sobre la Financiación para el Desarrollo. Fue la primera reunión organizada por la ONU con nivel de cumbre para abordar aspectos esenciales del desarrollo global, entre ellos los temas financieros y otros conexos.
- Durante la Conferencia y sus procesos preparatorios se dio una cooperación sin precedentes entre las Naciones Unidas y el Banco Mundial (BM), el Fondo Monetario Internacional (FMI) y la Organización Mundial del Comercio (OMC) para promover mayor coherencia y cohesión entre los sistemas e instituciones monetarias, comerciales y financieras internacionales.
- Monterrey también marcó la primera ocasión en que se debatió la financiación para el desarrollo entre gobiernos, representantes de la sociedad civil y el sector empresarial. Estos actores llevaron la discusión más allá de lo ‘técnico’ para abordar cómo movilizar y canalizar recursos financieros a fin de alcanzar las metas internacionalmente convenidas en conferencias y cumbres de la ONU celebradas en la década de 1990, entre ellas los Objetivos de Desarrollo del Milenio (ODM).
- El WWG [Grupo de Mujeres] señaló el significado histórico de la conferencia, afirmando que tenía el potencial de abordar desafíos estructurales que continúan obstaculizando el desarrollo. Sin embargo, también planteó sus preocupaciones por los efectos del incremento de la militarización y del fundamentalismo sobre las mujeres, pese a que el Consenso de Monterrey dio por sentado que el sistema económico y financiero mundial funcionaba bien para todas las personas.
