Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Alors que les dirigeant·es du monde se réunissent au Brésil, il est vital que les mouvements féministes, en particulier les pays de la Majorité globale, aient des espaces indépendants pour se rassembler, mettre au point des stratégies et bouleverser le cours des choses.
Ces pôles remettent en cause l’élitisme des discussions climat, se concentrent sur les expériences vécues et entendent construire le pouvoir collectif au-delà des frontières. Ils constituent un contrepoids critique aux négociations internationales verticales et souvent excluantes. Les pôles visent à encourager des solutions pilotées par la communauté, amplifier les revendications féministes et veiller à ce que les principes féministes de soin et de solidarité façonnent l’agenda climat. Il ne s’agit pas seulement d’être présentes à la COP30, il faut redéfinir la conversation sur la justice climatique, dans des termes féministes.
AWID IN 2015: Building Collective Impact
In 2015 AWID grew and diversified.
We ramped up preparations for the 13th AWID international Forum, focused a lot of energy on the Post 2015 Development Agenda and Financing for Development processes, and continued the core work of our priority areas:
- Challenging Religious Fundamentalisms
- Women Human Rights Defenders
- Economic Justice
- Resourcing Women’s Rights
- Young Feminist Activism
A sneak peak inside the report
The context
- We continue witnessing the rapid breakdown in democracy and democratic institutions, with spaces for dissent shrinking.
- Multiple and concurrent systemic crises (energy, food, finance and climate) continue to deepen inequalities and pose major challenges.
- Corporations are a leading power in determining the development agenda.
- Violence against WHRDs remains an urgent problem.
- Religious fundamentalisms are pervasive and increasingly powerful.
- New forms of online gender-based violence have emerged.
In response, we are moving out of our silos.
Increasingly, women’s rights and other movements worldwide are articulating the systemic and intersectional nature of these and other problems. We are making better connections with the agendas of other social and environmental movements for solidarity, alliance building and collective responses. We are also seeing greater visibility of these movements fighting for justice on the ground.

- For effective strategizing and advocacy, we need facts
- To exchange knowledge and join hands in solidarity, we need a strong online community
- To build our collective power, we need to work together
- To influence international processes, we need to increase our access and voice
- To reposition power we need to give visibility and emphasize the important role that feminist and women’s rights movements are already playing

Manal Tamimi | Snippet FR
Manal Tamimi est une activiste palestinienne et une défenseuse des droits humains. Mère de quatre enfants, elle est titulaire d’une maîtrise en droit international humanitaire. Son activisme lui a valu d’être arrêtée trois fois et d’être blessée à plusieurs reprises, notamment avec des balles explosives réelles qui sont interdites sur le plan international. Sa famille est elle aussi prise pour cible : ses enfants ont été arrêtés et blessés à balles réelles plus d’une fois. Le dernier incident dont elle a été victime était une tentative d’assassinat contre son fils Muhammad, qui a reçu une balle dans la poitrine, près du cœur, quelques semaines après sa libération des prisons d’occupation où il avait passé deux ans. Sa philosophie de vie : « si on va me faire payer parce que je suis palestinienne et non parce que j’ai commis un crime, je refuse de mourir en silence ».
