由諮詢小組組織，AWID資助的2016年黑人女權主義論壇（BFF）湧現出許多美好的事物。BFF產生了一些獨立組織包括巴西的黑人女權組織。儘管今年我們不會再舉辦BFF，但我們仍致力於與有興趣繼續圍繞黑人女權主義組織開展工作的任何人分享一些重要的經驗。

您不必成為AWID會員即可參加，但是AWID會員可以獲得折扣的註冊費以及許多其他好處。

AWID花了近兩年的時間尋找亞太區的論壇舉辦地點（每次論壇輪流在不同區域舉辦）。

我們先初步做了二手資料研究，徵詢盟友意見後，排除了這個區域的許多選擇，我們接著安排了一輪透徹的實地訪查，拜訪了尼泊爾、馬來西亞、斯里蘭卡、泰國、印尼及（之後的）台灣等地，我們每到一處，不只視察當地勤務基礎設施，還並與當地女性主義團體與運動者會面，深入了解當地環境以及運動者對於AWID國際論壇在當地舉行的潛在機會與風險。 

實地訪問期間，我們見識了在地精彩蓬勃，多元的女性主義運動。

AWID國際論壇這樣能帶來能見度，對於這類活動能帶來的機會與風險，他們常常表達矛盾的感受。有場會議開始後半小時，我們聽到與會的運動者一致認為AWID國際論壇會遇上大力反彈，同志人權議題是政治上的燙手山芋，基本教義派的保守團體會傾巢出動阻撓活動。當我們回應：「好，所以你們認為這提議不好。」運動者卻也都口徑一致：「當然該在這，我們要改變社會論調！」不是每個地方都可以聽到或看到這麼多女性主義運動者想把握有能見度的大型論壇，還準備好要面對當地的風險。不過，作為主辦方，要舉辦近2000位來自世界各地參與者的論壇，就我們的考量來說，風險與可行性有不同的計算方法。

我們也在斟酌這些問題：按照包容、互利、自決原則所組織的女性主義論壇代表著什麼？同時政府政策與實務通常都與這些原則牴觸（雖然觀光當局的官員很努力地排除障礙）。

在基礎建設外，我們也考量是否有機會能在國家政治環境下，推動某些國家級女性主義議題規劃

在許多地方，要掌握當地脈絡感覺像在鐘擺上，前一刻女性主義辯論還是開放安全的，下一刻就擺向赤裸裸的壓迫與排外；把女性主義要事當成政治討價還價籌碼犧牲，安撫右翼和反人權勢力。

這是一個令人清醒的反思過程，我們發現在全球各地，女性人權與性別正義運動所處的環境艱難到難以置信。

我們在亞太區面臨的挑戰讓我們思考：是否將論壇轉移到一個不同的區域來舉辦會輕鬆一點？可是今時今日，我們無法已無法像2012年一樣，在伊斯坦堡舉行AWID論壇，也無法像2016年一樣，移師到巴西。

考量到這些複雜因素，AWID選擇台北作為論壇舉辦地點的原因如下：

• 台北可提供我們多元的論壇與會者一個相對穩定與保障人身安全的環境。
• 台北同時也具備穩健的勤務服務能力，方便許多旅客來往（提供國際論壇與會者便利的電子簽證流程）
• 在地的女性主義運動社群非常歡迎論壇到來，並熱切想與全球的女權主義者串連。
  

在籌備AWID論壇時，我們盡全力建立並維持一個空間，能讓我們多元表現團結、憤怒、希望、靈感，這是女性主義運動的核心。

此刻，我們認為在亞太區，台北是最適合的地方，能讓我們為全球女性主義社群打造那個安全造反的空間。

實際上，要舉行一個以女性主義理念實現為中心的論壇，現今的世界是找不到一個理想地點的。無論去哪，我們必須一起打造那個空間！

本頁面為如何資助您參與第14屆AWID論壇提供一些想法和靈感。 

在您計劃將要在論壇上開展的活動時，請同時考慮如何為參加論壇提供資金支持。典型的費用支出包括：住宿、旅行、簽證、論壇註冊費等。

重要的是請注意，該論壇將有很多“開放空間”和學習、交流運動的機會，而正式會議的數量則少很多。（請參閱下面的“在籌款中如何描述我們的論壇”，以瞭解在您的宣傳中可使用的語言。）

與您目前的資助者合作：

首先聯繫您當前的資助者：最好的選擇始終是求助於當前的捐助者。

請確保提前準備：我們建議最晚在2020年初與這些資助方聯繫。許多支持女權組織的資助者為論壇旅行分配了一些預算。其他的資助方也可能將其囊括在續訂補助金中或包含在其他旅行基金裡。

如果貴組織有資助者，請告訴他們您想參加AWID論壇並學習、體驗、交流和建立網絡，即使您的活動還未被選中。為了能夠支持您的參與，您的捐助者需要提前了解此事，因此請立即告訴她們吧！（她們已經在決定將在2020年分配哪些資金）。

尋求新的資助者：

如果您目前沒有捐助者的支持或無法獲得論壇旅行的贈款，請考慮與新的捐助者聯繫。

•  您可以在AWID的門戶網站“誰能資助我組織女性的維權？” (In English) 中看到特定資助者的介紹。
• 考慮去接觸國家、區域或全球等層面的女權主義與女性基金會。(In English)
•  探索資助者網絡，例如Candid和歐洲基金會中心 (In English)，以獲取您所在地區的資助者列表和機會。

各個資助方的申請截止日期和要求不盡相同，並且撥款審查過程可能需要數月的時間。如果您正在考慮申請新的資金，請盡快開始申請。

有創意的靈感：

女權主義運動長期以來在資助我們自己的行動方面保持著創造力。以下是我們收集的一些想法，用於啟發不同的籌款方式：

•  動員您的社區來支持參與：通過社區晚宴、舞蹈晚會以及本地的表演、活動和遊覽等方式從會員中籌集少量資金。
• 通過使用 gofundme, indiegogo, plumfund, or kickstarter 等各種在線工具組織捐贈圈和眾包來動員網絡。
• 獲得本地的收入來源，包括來自個人捐助者和會費的收入。
• 考慮通過與其他社區和社會正義團體的戰略夥伴關係共同集資。

機會補助金：

AWID正在努力使論壇成為一個真正的全球性聚會，保障來自不同運動、地區和年齡層的參會者都可以參與。鑑於此，AWID為參與者調集資源並提供有限數量的機會補助金，以幫助她們支付參加論壇的費用。

AWID的機會補助金將為部分論壇參與者和會議/活動的主持人提供支持。您可以在申請過程中指出是否要申請AWID機會補助金。我們無法保證您能否申請到，所以我們強烈建議您為自己參加會議和論壇尋求其他資助。

即使您已申請了AWID的機會補助金，我們仍鼓勵您繼續探索其他的選擇來資助您參加論壇。機會補助金的申請結果將在2020年6月結束之前得到確認。請記住，這些資源非常有限，我們無法為所有申請人提供支持。

AWID論壇是一個聯合創建的女權運動空間，可激發參與者自身的行動積極性，並在多種權利和正義運動中加強與他人的聯繫。參與者可以從希望、能量和激進的想像力中汲取靈感，加深共享的分析和學習，建立跨領域的運動團結，以製定更加綜合的議程並推進聯合戰略。

我們的組織正在尋求資金參加論壇，以便與來自世界各地的其他活動家和運動聯繫在一起，加強我們的戰略並分享工作成果。我們受到過往參與者的啟發，她們描述了這場全球女權主義聚會的力量：

“在四天的時間裡……各種聲音交織在一起，形成了關於性別平等狀況的全球視角。當我說“全球”一詞時，我是指同時翻譯成七種不同的語言……”

“它提醒著我們，我們並不孤單。論壇提供了必要的途徑幫助我們將集體力量轉化為運動。無論是何種意識形態、身份或邊界，我們的力量都體現在我們的願景和對彼此的支持中。”

預算的考慮：

自2019年年末在印尼發生的一連串事件中，我們觀察到了當地軍事緊張與對同志權益的反彈跡象，AWID希望多元的與會者能在論壇齊聚一堂，但這讓我們自問是否能為與會者維持合理安全和讓人感到被歡迎的環境。

經過仔細商討後，AWID董事會在2019年11月決定將第十四屆AWID國際論壇的舉辦地點由峇里島改至台北。

第十四屆論壇的主題是“女權主義現實實踐：我們的行動力量”。

我們將女權主義現實實踐理解為不同方式和形式的存在，向我們展示了儘管有主導的權力系統但仍舊存在各種可能性去反抗和抵抗它們。我們將這些女權主義現實實踐理解為希望和力量的開墾與體現，並且是多維的、動態的和植根於特定背景和歷史時刻的。

對於每個AWID論壇，我們廣泛地徵集為女權主義和社會正義運動作出貢獻的活動並製定論壇项目。

對於第14屆AWID國際論壇，我們希望使該項目真正代表運動的多樣性。

這就是為什麼我們採用一種新穎且吸引人的方式來選擇將產生最終論壇項目的提案：參與式評選過程（PSP）。

什麼是參與式評選過程（PSP）？

參與式評選過程是審查活動提案並將其選為正式論壇項目的最後一步。

參與式評選過程的運作模式： 

1. 活動提案最初是通過我們的“論壇活動徵集”提交的。這些提案面向有興趣展示其女權主義現實實踐的所有人（包括組織和個人）開放。
2. 在所有提交的活動中，AWID工作人員會預先篩選出一些最能反映論壇主題並提出創新模式來吸引觀參與的活動。
3. 然後由不同的論壇委員會對活動進行審查併決定入圍名單，從而保障不同地區、運動和想法的多樣性。
4. 最後，被選定提案的個人和團體會對其他選定的提案進行審查和評分。得票最多的候選人的提案將成為最終論壇項目的一部分。

為什麼AWID決定在第14屆AWID論壇活動評選中採用PSP？

我們認為PSP與AWID論壇息息相關，因為：

• 它將決策過程的中心置於女權主義現實中的社區裡，這些社區將在論壇上進行展示和討論。
• 它與我們的身份以及我們作為運動的支持/陪伴組織的角色是一致的。
• 它與我們同不同的女權主義和社會正義運動共同創建的論壇願景是一致的，後者通過參與不同的委員會（內容和方法、可及性、運動家和東道國）與AWID合作，創建和促進活動來塑造論壇，並通過PSP做出關於項目的決策。
• 它允許組成論壇結構的紋理（或組成論壇歌曲的聲音）具有更大的多樣性。它確保我們可以超AWID本身以及我們已經了解並與之合作的運動合作夥伴。它為意外驚喜打開了大門。

AWID是如何提出PSP想法的？

這是AWID首次考慮採用這一過程。

六大主軸支持起論壇中女性主義理念實現的框架。每個主軸都以實現的女性主義理念、經驗和願景為中心，探討抵抗與主張、奮鬥與另類選擇之間持續不斷的關係。我們希望能共同探討出女性主義理念實現的構成要素，並找到讓女性主義理念實現在人生不同領域，欣欣向榮發展的推動力。

這些實現的理念可能以生活方式、夢想和構思中的想法充分表達，或是寶貴的經驗和重要的時刻。

這些主軸並不是孤立的主題，而是與論壇活動相互串連的載體。我們預期許多活動會處在這些主題的交匯處，不同的爭取方式、社群和運動之間的交匯處。這些說明只是初步的描述，會隨著女性主義理念實現之旅的開展而不斷地演變。

社群、運動和經濟正義的資源

本議題主軸聚焦以下問題：個人、社群和運動如何滿足自身的基本需求，並用以人為本及自然為本的方式，確保我們所需繁盛發展的資源。「資源」指的是食物、水、清潔的空氣以及金錢、勞動力、資訊、知識和時間等等。

女性主義者對抗以剝削和榨取掛帥的主流經濟體制，對於組織我們的經濟與社會生活，女性主義提出了方案、累積經驗與付諸實踐，本主軸借重其經驗，表彰深具影響力與啟發性者。糧食和種子主權、女性主義的工作和勞動願景、公正和永續的貿易體系等等，只是將要探索的一部分問題而已。我們將勇敢面對在壓迫的經濟體制下為了生存而產生的矛盾。

女性主義針對經濟正義與創造財富進行了廣泛分析，本主軸以此為前提研究組織與運動獲得資金與資源的主題，探討如何將資源轉移到需要的地方，如何從稅捐正義和基本收入的模式轉移到不同的慈善模式以及運動該如何發揮創意並自主開源。

治理、當責與正義

我們力求樹立新的願景，並擴展女性主義治理、當責和正義以實現的理念與經驗。面對全球危機以及法西斯主義和基本教義派崛起，這個主軸以女性主義的、激進又解放的模式、實務與理念為重心，從在地到全球，探討社會與政治生活的組織。

本議題主軸將探討女性主義治理的樣貌，從女性主義的地方自治經驗、在民族國家以外建立制度，再到我們對多邊主義的願景。我們將交流社群、組織和運動中正義和當責製程序的經驗，包括修復式、以社群為本、轉型正義模式，而這些模式拒絕國家暴力和監獄產業綜合體。

以旅行、移民和難民以及女性主義組織經驗為中心，我們追求一個沒有致命邊境政權的世界：一個可以自由移動，旅程令人雀躍的世界。

數位化的現實

科技在我們生活中扮演的角色越來越吃重，線上與線下真實之間的分野越來越模糊。女性主義者廣泛應用科技與線上空間來營造社群、相互學習和動員行動。借助線上空間，我們可以拓寬實體世界的邊界。但另一方面，數位通訊主要歸企業所有，而其對用戶的責任卻很少。資料探勘、監視和安全漏洞已成為常態，網路暴力和騷擾也是。

本議題主軸探討了數位化現實下的女性主義機遇和挑戰。我們將探討主導數位環境私有平台的替代方案、探索網路空間時維持身心健康的策略，以及如何應用科技來克服取得服務的挑戰。關於愉悅、信任和人際關係，我們將探索科技可發揮的潛力。

身體、愉悅和健康

女性主義理念實現也存在於自身：體現的經驗。父權、順性別異性戀與資本主義掛帥結構的核心依然為對勞動、移動、生殖以及性相的掌控。要顛覆這種壓迫，擁有多元性別、性相和能力的人相會，打造喜悅、關懷、愉悅及強烈欣賞自我與他人的空間以及次文化。

本議題主軸將探討不同社會與文化中。女性、跨性別者、非二元性別者、非常規性別者、陰陽人，對於授意權、能動性與慾望的多元想法、敘事、想像力及文化表現。

我們將分享贏得生育權和正義的戰略，並闡明能實現和尊重人身自主、完整和自由的社會實務。該議題主軸串連不同抗爭和運動，相互交流彼此關於身心健康和愉悅的經驗和觀點。

女性主義星球與生命

想像一顆女性主義的星球。水的聲音聽起來如何？空氣的味道聞起來如何？土壤的觸感摸起來如何？星球與包括人類在內的生命之間有什麼關係？實現的女性主義理念亦即環境和氣候正義的實現。女性主義、原住民、去殖民和生態抗爭通常源自轉型願景以及人與自然之間的關係。

本議題主軸以我們星球的福祉為中心，反映了人類與地球互動並重塑地球的方式。永續女性主義星球包含探索傳統知識和生物多樣性，並學習女性主義關於以下議題的實踐，包括去成長（degrowth）、公社共有實踐、平行經濟模式、農業生態、糧食和能源主權倡議等。

組織女性主義運動

雖然我們認為所有的議題主軸息息相關，但此主軸確實是貫串所有主軸，因此無論您提交的活動與哪一類議題主軸串連，我們也邀請您在提案中加入組織面向。

當今的世界是如何組織女性運動的？這個問題將我們的注意力轉移到參與者、權力機制、資源、領導力，我們所處的經濟狀態，我們對正義和當責的認知，數位化時代，以及對自治、身心健康和集體關懷的經驗上。我們希望所有議題主軸都可以創造一個可以誠實反思的空間，思考運動中的權力分配、資源分配與協商。

論壇是一個協作過程

該論壇不僅僅是一個四天的會議。它更為女權主義現實實踐的運動增強之旅提供了另一個驛站，該旅程早已開始也將在論壇結束後繼續。

該論壇將在以下方面有所不同：

• 特別有組織條理的論壇活動大幅減少，因為我們希望人們有時間去參與、體驗、消化資訊和彼此交談等。這是溝通的關鍵：您可以參加論壇、積極活躍參與，不必協助推動特別有組織的活動（或「場次」）。
• 我們將擁有開放空間（至少會有一個下午沒有任何有組織的活動），而且整個論壇過程中都將有可供使用的物理空間鼓勵人們自己組織會議等。
• 我們有一個內容和方法委員會，由來自不同地區的女權主義者組成，他們在參與式方法上頗有建樹，以創新和吸引人的方式參與並支持我們的論壇活動。
