Technical Advisor, Gender & Adolescent Girls

Job Description

The Technical Advisor, Gender & Adolescent Girls, will support PCI’s growing portfolio of programs for the empowerment of women and girls, provide technical assistance to country offices to integrate a gender perspective in field activities, and promote gender mainstreaming across PCI’s organizational structures and practices. Under the guidance of the Director for Gender and Empowerment, this position will also play a critical role in helping to establish and grow PCI’s new global adolescent girls program.

Key Duties & Responsibilities

Organizational Gender Mainstreaming

  • In partnership with the Director and other members of the Gender & Empowerment team, develop and deliver a standard gender orientation for new staff;

  • Contribute to the roll out of PCI’s suite of gender and inclusion policies: child protection; anti-trafficking; Diversity, Equity, & Inclusion; and Preventing Harassment, especially Sexual Harassment, Exploitation, and Abuse;

  • Support project, country, and organizational gender audits and action planning;

  • Lead the reestablishment of PCI’s Gender Equity Commission (GEC), including engaging the field office gender focal points, leading the revision and rollout of the Gender Minimum Standards, conducting GEC meetings, cross-sharing of lessons learned and best practices;

  • Provide training and ongoing technical assistance on gender integration and/or mainstreaming to build PCI’s capacity globally; and

  • Identify and share gender-related resources and materials throughout PCI as part of PCI’s efforts to leverage knowledge and build staff capacity.

Programmatic Gender Technical Leadership

  • Provide high quality technical assistance to country and project teams to plan, design, monitor, and evaluate gender-transformative activities; conduct gender technical reviews of workplans and reports; support management of centrally-funded initiatives for women/girls;

  • Lead the development and design of girl-centered activities and programs in support of the establishment of PCI’s new adolescent girl initiative;

  • Work with New Business Development (USG and non-USG), country and technical teams on prepositioning and contribute gender technical content to proposals and project design processes;

  • Collaborate with New Business Development to identify donors and mobilize resources for the adolescent girl portfolio;

  • Lead or oversee project gender assessments and the analysis of project data from a gender lens;

  • Provide technical oversight and mentoring of field and project-based gender specialists, as appropriate; and

  • Develop technical briefs and other documentation of PCI’s adolescent girl activities; support the development of marketing materials.

External Engagement and Leadership

  • Build partnerships that advance PCI’s gender programmatic and organizational interests for potential joint, collaborative initiatives and resource mobilization;

  • Represent PCI in relevant networks and forums in DC and elsewhere, ensuring that PCI’s work on gender is well known and position PCI as an expert organization in gender integration and mainstreaming;

  • Identify and facilitate PCI’s participation in fora, networks, and alliances relevant to advancing the rights of adolescent girls

 Position Parameters/Special Responsibilities Required:

  • Position based in Washington, DC

  • Requires travel up to 30% time to Latin America, Asia, and Africa

  • Participate in PCI’s innovation efforts and in teams on innovation initiatives

  • Other duties as assigned

Required Qualifications:

  • Master’s degree in gender studies, development, public health, or a relevant social science discipline.

  • Minimum 6-8 years of experience working in development, including field-based experience.

  • Minimum 4 years of experience in gender programming, including gender analyses, assessments, mainstreaming, and integration.

  • Experience in youth or girl-centered programming.

  • Familiarity with and experience in quantitative and qualitative participatory research methods, including the design and execution of gender analyses.

  • Experience creating and leading gender assessment /analysis tools and processes; in-depth understanding of how to practically integrate gender-sensitive measurement into projects and activities.

  • Experience in mentoring and training on gender issues, collaborating with government and civil society groups, and program implementation with a gender focus.

  • Strong understanding and experience with organizational gender mainstreaming

  • Experience working with USAID and other large international donors required.

  • Strong writing and communication skills, including documentation of program results, case studies and marketing/positioning materials; funding proposals; and donor reports.

  • Spanish language would be an asset.
