Center Background: 

The Center for Reproductive Rights (the Center) is the premier global legal organization dedicated to advancing women's reproductive health, self-determination, and dignity.  Its mission is straightforward and ambitious: to advance reproductive health and rights as fundamental human rights that all governments around the world are legally obligated to protect, respect, and fulfill. Headquartered in New York City, the Center has regional offices in Bogota, Geneva, Kathmandu, Nairobi, and Washington, DC and a staff of more than 160 diverse professionals.  Its annual operating budget is approximately $23 million, the result of an extraordinary growth trajectory; the Center is now poised for a new phase of significant expansion through its next Strategic Plan.

The Center's game-changing litigation and advocacy work, combined with its unparalleled expertise in constitutional, comparative, and international human rights law, have transformed how reproductive rights are understood by courts, governments, and human rights bodies worldwide. It has played a key role in securing landmark legal victories in the U.S., Latin America, Africa, Asia, and Eastern Europe on issues including access to life-saving obstetrics care, contraception, safe abortion services, and comprehensive sexuality information, as well as the prevention of forced sterilization and child marriage.  It has brought groundbreaking cases before national courts, U.N. Committees, and regional human rights bodies, led the development of historic, proactive legislation advancing robust protections for reproductive rights, and has built the legal capacity of women's rights advocates in more than 55 countries.

General Purpose and Scope of Position:

In response to a new Strategic Plan and a growing donor base, the Center is building an organizational Monitoring, Evaluation and Learning team to ensure we successfully implement our new Strategic Plan, provide maximum value to the Sexual and Reproductive Health and Rights field, and are accountable to all our stakeholders. We are hiring a Senior Director, Monitoring, Evaluation & Learning (MEL) to provide leadership to enable the Center to reach its goal of becoming a 'learning' organization and establish these new and critical systems.

The Senior Director, MEL will be a key member of the Center's Management Team and accountable to the Executive Team, Board of Directors, and Donor Project Management staff for ensuring the delivery of effective MEL operations. The Senior Director, MEL will ensure that the information and analysis needs of the Center's departments, regions, donors, and management are met effectively by leading the design, development, and implementation of an integrated MEL system and strategy, identifying performance management tools and processes to measure the effectiveness and impact of all programs, building the capacity field-based partners, and enables evidence-based decision making across the organization.


The Senior Director, Monitoring, Evaluation, and Learning's primary job responsibilities include, but are not limited to:

  • Establishing the MEL team as a valued strategic source of technical leadership and support in producing, interpreting, and using high-quality evidence in order to fulfil the Center's mission. The team will strive towards:

  • High quality the evidence generated is ethical, expertly reviewed, accessible, efficient and effective;

  • Inclusiveness collaborating with internal and external stakeholders to ensure research and MEL activities are driven by what programs need to inform learning and practice; and

  • Impact the work is focused on activities that have the greatest potential to achieve the Center's mission.

M&E Framework and Strategies:

  • Leads, designs and implements efficient organizational performance measurement systems that allow accurate, reliable information collection and reporting, and which are integrated with annual work-planning and strategic milestones;

  • Ensures timely monitoring and that measurement of changes in program conditions are taken into consideration in planning, assessing impact and reporting on progress.

Capacity Building:

  • Ensures that the MEL staff and cross-organizational working team evolves and works effectively, setting and meeting its priorities;

  • Support the roll out of a MEL program that builds country program capacity for research, monitoring and evaluation by building core competencies of the monitoring & evaluation field staff, project teams and partner staff through training and technical assistance for accurate data collection and reporting.


  • Guides, supervises and participates in joint evaluations.

  • Ensures management responses to findings and recommendations of evaluations are recorded and monitored for followup implementation;

  • Coordinates effective dissemination of findings, conclusions, recommendations and lessons learned from evaluations, to intended audience, with a view to improving the program design, policy and strategy;

  • Where applicable, ensures findings and lessons learned from evaluations are shared externally to contribute to wider learning that will advance and accelerate the field.


  • Participates in the organization's strategic planning process, specifically regarding program planning and learning;

  • Participate and guides organizational efforts to create a culture of learning;

  • Ensures MEL systems support effective decision making, linked to organizational decision making and management systems.


  • Master's Degree in International Development, Public Health or related area;

  • Minimum of 10 years work experience in international development and/sexual and reproductive health programming;

  • Previous M&E experience in a nonprofit, consulting, or government agency, and in a leadership role;

  • A successful track record in designing effective M&E strategies and systems, and following up with quality implementation

  • Excellent planning, research, and analytical skills;

  • Attention to detail and the ability to work costeffectively and efficiently;

  • Strong written and oral communication and presentation skills;

  • Proven leadership ability and collaborative approach to finding solutions, achieving quality work, and delivering outcomes and materials on time in a changing, fast paced, deadlinedriven environment;

Understanding and appreciating different and opposing perspectives, adapting one's approach as the requirements of a situation change. "Out of the box" thinking is a plus.
