Resident Program Manager (Iraq)

The National Democratic Institute for International Affairs (NDI) seeks to hire a Resident Program Manager to assist its programs in Iraq. The position will be based in Baghdad and Erbil, with occasional travel to other areas, and will assume responsibilities related to the design, implementation, and evaluation of the Institute’s daily program activities. Based on NDI-Iraq’s currently funded programs at the time of appointment, the Resident Program Manager will oversee a program to enhance women’s role in local government, transforming how these institutions interact with women, and improving local government responsiveness to key issues identified by women advocates. The Resident Program Manager will be supervised by the Institute’s Resident Senior Director in Iraq and will be supported by Washington, D.C.-based staff.

Responsibilities:

  • In consultation with the Resident Senior Director, manage the implementation of program focused on the creation and support of women’s advisory boards to local councils in five provinces
  • Provide assistance in developing and conducting program activities in collaboration with local partners, including through the oversight of subgrantees, ensuring that program preparations are done in a timely manner, with a high quality, cost effectively, and in line with internal regulations
  • Provide management oversight, including delegating tasks in an appropriate and equitable manner, anticipating problems and taking initiative to solve them in a timely and effective manner
  • Contribute to effective program monitoring and evaluation (M&E) by collecting, summarizing, and analyzing relevant information from program beneficiaries to ensure programmatic goals are achieved and operational and reporting requirements are respected
  • Contribute to the design and leading of activities including training workshops, consultations and coaching sessions

Qualifications:

  • Bachelor’s degree, preferably in international development, political science or management or a related subject; additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Minimum of eight years of relevant work experience within women’s political participation, gender issues, advocacy, legislatures, and/or public opinion research; practical experience in program design, strategy and evaluation
  • Significant experience implementing international programs, particularly in promoting the inclusion of underrepresented groups; experience in Middle East preferred
  • Strong communication skills to effectively interact with all levels of staff, political and civic leaders, members of the donor and diplomatic community, and stakeholders from various political, ethnic, and religious backgrounds
  • Exceptional analytical skills to conduct and apply sophisticated political analysis to programmatic activities; ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
  • Exceptional writing skills to effectively create clear and concise written products
  • Ability to prioritize, delegate and monitor program responsibilities and tasks
  • Experience working in a multi-cultural work environment and promoting staff development
  • Fluency in English required; Arabic preferred
  • Working knowledge of the Microsoft Office Suite, Google applications, and databases
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach
